MTW IN BRIEF

The Moving to Work (MTW) Demonstration Program in the Delaware State Housing Authority (DSHA)

  • exempts DSHA from the new reporting requirements of the 1998 housing reform (QHWRA)
  • excepts DSHA from the requirement of a Resident Advisory Board (in the same QHWRA)
  • affects over 900 families, 75% of whom are at or below 30% of AMI
  • makes DSHA a block-grant housing funds recipient
  • allows combining of all public and scattered site Section 8 DSHA housing into a single list
  • had only pro forma resident participation in its development
  • has vague contractual language and unclear procedures
  • began the three-year "clock" without having its supportive services in place
  • is modeled on the state’s "ABC" program, which has one of the harshest sanction rates in the U.S.
  • time-limits DSHA’s public and assisted housing in Kent and Sussex Counties to three - five years per family.
  • has "Three strikes, you’re out" policy, with each "strike" determined by management
  • has discouraging effect on current residents and chilling effect on potential waiting list applicants
  • aims to move over 900 families, most of whom have incomes below 30% of median, into a housing market where there is already a shortage of very affordable housing
  • has a potentially negative impact on neighborhoods and developments where MTW residents are living "in transition" to other housing
