The Moving to Work (MTW) Demonstration Program
in the Delaware State Housing Authority (DSHA)
- exempts DSHA from the new reporting requirements of the 1998 housing reform (QHWRA)
- excepts DSHA from the requirement of a Resident Advisory Board (in the same QHWRA)
- affects over 900 families, 75% of whom are at or below 30% of AMI
- makes DSHA a block-grant housing funds recipient
- allows combining of all public and scattered site Section 8 DSHA housing into a single
list
- had only pro forma resident participation in its development
