Council on Housing Sunset Process
Anyone concerned about the need for affordable housing in Delaware and the resources and strategies with which the need is addressed should take this unique opportunity to comment on the work of the Delaware Council on Housing. This will be the first meeting in the sunset process.

BACKGROUND:
The Council on Housing
The Council on Housing consists of 9 board members appointed by the Governor, and meets the second Wednesday of each month. The Council on Housing is authorized by the Delaware Code, found at Title 31, Chapter 40, Subchapter IV, §4040. 

Its powers and duties can include
  • provision of advice and counsel to DSHA
  • information collection
  • building cooperative relationships with other state agencies and local housing ofificals
  • encouraging community organizations in the initiation of housing projects
  • investigating housing matters affecting the state
  • approving the allocation of loans and grants through the Housing Development Fund (HDF)

DHC and CFED Announce Manufactured Housing Partnership
to Explore Innovative Uses of Manufactured Housing in Delaware

In September 2005, the Delaware Housing Coalition entered into a partnership with the Corporation for Enterprise Development (CFED). DHC was one of 17 organizations from across the U.S. selected through a highly competitive, two-stage process that generated over 100 applications. These awards advance I'M HOME's four goals of addressing issues in new and replacement construction, mortgage financing, long-term security for MH communities, and public policy.

With I'M HOME support, DHC is leading a statewide effort to formulate a Community Land Trust (CLT) model for MH. During the grant period, DHC and its partners at the Diamond State Community Land Trust will develop an implementation plan for the CLT's first MH community. In addition, the grant will support the coalition's continued work on policy issues related to the safety and security of Delaware's MH residents.

Innovations in Manufactured Homes (I'M HOME) is a multi-year, multi-million dollar initiative that supports demonstration projects exploring manufactured homes as an affordable housing issue. Through grants, technical assistance, and peer-to-peer support, I'M HOME will invest in organizations around the country that seek to demonstrate positive, responsible, and affordable uses of manufactured homes, the home of choice for millions of American families.

I'M HOME is funded through the generous support of the Ford Foundation and is offered in partnership with Neighborhood Reinvestment Corporation and the Manufactured Housing Institute.

HUD Comprehensive Housing Market Analysis of Southern DE
The United States Department of Housing and Urban Development has just released a Comprehensive Housing Market Analysis (CHMA) for the Dover and Southern Delaware Housing Market Area (HMA). The analysis, completed by the Region III Office of Policy and Research, Economic and Market Analysis Division (EMAD), based in Philadelphia, forecasts trends in both sales and rental housing demand and supply over a three-year period.

The CHMA indicates that sales housing development will have to total some 11,200 new units during the forecast period in order to maintain a balanced sales housing market. Of that total, 4,425 new for-sale housing units will have to be built in Kent County, principally in and around the City of Dover. Sussex County will need to add 6,775 units. While many of the Sussex County homes will be built near to and just west of the beach areas, the forecast only includes year-round, owner-occupied housing.

The CHMA identifies strong historical trends in income, employment, and population expansion throughout the Dover and Southern Delaware HMA. These historical trends are expected to continue, providing continuing support for an expanding housing market with better than average home value appreciation and subsequently, expanding resale prices.

Homelessness, Citizenship, and Identity
In the aftermath of September 11, donations to the poor and homeless have declined while ordinances against begging and sleeping in public have increased. The increased security of public spaces has been matched by a quest for increased security and surveillance of immigrants. In this groundbreaking study, Homelessness, Citizenship, and Identity, Kathleen R. Arnold explores homelessness in terms of the globalization of the economy, national identity, and citizenship. She argues that domestic homelessness and conditions of statelessness, such as refugees, exiles, and poor immigrants, are defined and addressed in similar ways bay the political sphere, in such a manner that each of these groups are subjected to policies that perpetuate their exclusion. Arnold argues for a radical politics of homelessness based on extending hospitality and the toleration of difference.

Manufactured Homes: Saving Money by Saving Energy
This new publication presents practical, energy-saving tips, techniques, and recommendations for owners of manufactured (mobile) homes. Its release is particularly timely because energy costs are rising, technologies have advanced, and any home could benefit from cost-effective measures that improve energy efficiency. The guide explains and illustrates how energy retrofits for manufactured homes can lower energy costs, protect against future energy cost increases, improve comfort, increase resale value, and enhance environmental stewardship.

The guide contains information that helps the homeowner recognize which energy performance gains are possible in their particular home. Energy saving techniques, organized into ten different categories, are complemented with information on the approximate cost and skill level associated with each technique, strategies that are appropriate for various climates, and an indication of which tips and techniques will lead to greater energy savings. In addition, the guide presents lifestyle tips for saving energy and lists sources for additional information. The Manufactured Housing Research Alliance, in cooperation with the Department of Housing and Urban Development and the Partnership for Advancing Technology
in Housing, prepared this guide for publication.
