The mission of the DHC is (1) to advocate for safe, decent, and affordable housing throughout the state.  Our goal is to affect, impact, and shape the environment relating to housing.  (2) We are committed to fostering the growth and long-term flourishing of grass roots constituencies which develop their power; nurture their own problem-solvers and leaders; and work together to change the conditions which prevent them from obtaining safe, decent, and affordable housing.

Historically, DHC’s public role has been largely focused on the second half of the mission statement - grass roots organization with some advocacy. In 2004, DHC significantly increased its advocacy through the Trust Fund Working Group. The Housing Policy Round Table carries on this effort to create and coordinate a broader, more diverse voice in support of affordable housing solutions.

The Round Table  is a broad-based coalition able to (1) evaluate Delaware’s housing-related challenges, (2) evaluate options to solve these challenges and (3) craft an affordable housing agenda and work for its implementation.  This roundtable includes nonprofit developers, for profit builders, bankers, realtor leaders, housing counseling leaders, chamber of commerce, and other private-sector leaders with a stake in housing opportunities -- a broad and diverse representation of those who contribute to affordable housing --  among whose activities may be:

  • Meeting to analyze and discuss Delaware’s affordable housing challenges, evaluate possible solutions, develop a proposed housing agenda, and work to ensure the agenda is implemented (leveraging both public- and private-sector dollars). 
  • In partnership with DHC, holding occasional public forums to discuss and debate specific issues, such as ways to create or redevelop affordable homeownership units in times of rapid price appreciation, methods for reducing the disparity between the overall homeownership rate and the minority homeownership rate, the impact of county land use policies, trends in down payment assistance programs, etc.
  • Based on the work of the Roundtable and the forums, developing and publishing an ongoing series (at least annual) of “agendas” that will summarize the recommended actions for solving Delaware’s affordable housing challenges.  Members of the roundtable can then move this agenda forward through their individual organizations. 
  • Work with state officials to develop funding sources to support the agenda.
  • Work with the congressional delegation to secure federal earmark funds to support innovative solutions in Delaware, such as community land trusts, etc.
