Community Land Trusts

Community Land Trusts (CLTs) are a vehicle for the creation and maintenance of affordable home ownership.There are different functions which a CLT can serve, depending upon its mission. There are two Delaware CLTs, both originally projects of the Delaware Housing Coalition.

Self-Help Housing

One way of bridging the affordable housing gap is by use of “sweat equity.” When future home owners become part of a program which enlists their labor and that of others in building the homes, construction costs are reduced. In this way, families are able to purchase a home that they would otherwise not be able to afford.

Landlord-Tenant Code

This summary of the newly adopted Delaware Residential Landlord Tenant Code was prepared in conjunction with the Department of Justice, in fulfillment of the requirements of 25 Del. C. §5118. The purpose of this summary is to permit citizens to familiarize themselves with the provisions of the Code and with the landlord’s and tenant’s rights and obligations under the Code.

Tenant Organizations

A tenant organization is means by which tenants can help to improve their own situation and that of other tenants. Tenant organizations are organized in particular buildings by an election process usually presided over by an independent third party, such as the League of Women Voters.

The Right to Organize

The tenants of a multifamily housing project covered under Sec. 245.10 have the right to establish and operate a tenant organization for the purpose of addressing issues related to their living environment, which includes the terms and conditions of their tenancy as well as activities related to housing and community development.
